But in new, “democratic” times, they decided not to create a new militarized department (especially in the West, criticism about the dominance of the security forces in Russia was growing louder), but to entrust this matter to a specially created civilian structure, directly subordinate to the Government of the Russian Federation. This is how Rosgranitsa came into being.

The new structure was headed by Andrei Zasypkin, a proven St. Petersburg personnel, a native of the KGB and an acquaintance of Vladimir Putin. But he was not interested in the new position, he was burdened by it and at the first opportunity he moved to another job. Belyaninov lobbied for Bezdelov’s candidacy to fill the vacant seat. Thus came the finest hour of Dmitry Alexandrovich, who, by the will of fate, became, quite a bit, a figure on a federal scale.

But in the new place, Bezdelov turned around with all his might. Subsequently, it turns out that the amount of 150 billion rubles allocated within the framework of the Federal Target Program (FTP) “Development of the State Border of the Russian Federation” was simply “used.” At the same time, about 1 billion rubles from this federal target program ended up in the account of Agrosoyuz Bank, 20% of the shares of which belong to Alexander Fedorovich Bezdelov, Dmitry Alexandrovich’s father. This bank, registered in 1991 in Orenburg, moved to Moscow in 2012. Its assets are estimated at 8.4 billion rubles.
